THC like most "drugs" is poisonous , that is how it causes the entertaining effects, by poisoning your body. So yes getting high on a drug does temporarily make you mentally ill. 
Mental Illness does not mean insanity.
Illness infers a physiological cause, which may or may not be treatable by modern medical means. Whereas insanity is based on a psychological cause, which may or not be treatable by counselling/therapy, more often not.
